What is the Residential Program?
The Residential Program provides Crown land for permanent residential development by individuals and private developers. Crown land may be made available in urban and rural areas either by public tender or public lot draw.
In remote areas, where the need for residential land cannot be met by the private sector, Crown land may be available by application.
Crown land may also be available when residential use is required in support of an industrial or commercial activity.
Individual applications for new recreational or residential shoreland tenures are not accepted.
However, a limited number of existing shoreland residential lots may be in the Crown land sales inventory and available for purchase.
Who is Eligible Under This Program?
Applicants for leases must be:
- individuals or sole proprietors at least 19 years of age, who are Canadian citizens or permanent residents; and/or
- building contractors who are registered partnerships or incorporated under the laws of Canada.
Citizenship and residency qualifications are not applicable where land is purchased at market value.
Opportunity for Cottage/Seasonal Residential Leaseholders
Existing holders of shoreland tenures may purchase their leases if they are in an area that has been identified as available for sale.
To qualify for purchase, parcels must have road access and comply with local zoning, health and building requirements.
Where lease rent is prepaid, the appropriate prepaid portion will be deducted from the purchase price.

Pricing and Tenure Terms for Residential Crown Land
Crown land for residential purposes is sold at fair market value of the land.
Pricing and tenure term for lease and licence tenures is as follows:
- urban and rural residential leases are priced at 5% of British Columbia Assessment (BCA) actual land value; the standard lease term is 30 years.
- seasonal residential leases are priced at 3% of BCA actual land value; the standard term for a seasonal residential lease is 15 years.
- remote residential licences are priced at $4.5% of BCA actual land value. The standard term for a residential licence is 10 years.
At no time will annual rent be less than $500 year.
The most common reason for delay is submission of an incomplete application, which is then returned to the applicant. To ensure an application is processed as quickly as possible, be sure to complete all the required forms identified in the Requirements List/Management Plan (22kb) and submit the required Application Fee.
